Journalism is spawn out of necessity

I have been struggling as to how I could ethically even cover the PENNCREST School Board happenings. I have personally been vocal about the issues surrounding the school board actions and have engaged the school board president many times regarding differing views on just about everything under the sun.

Today, reading through the stellar work of the teenage student journalists of The Panther Press covering changes to school board policy wording, I realized I don't even have to worry about how I cover this story.

​They are on it. 

I'm reminded how journalism came about in the first place. This country is founded on checks and balances. The fourth estate is predicated on the fundamental notion that power corrupts and there needs to be someone, preferably many someones, to keep check on power.

The Panther Press is a student newspaper, well its a student news organization utilizing many platforms to spread information they gather. They cover the sports teams, they feature a student artist periodically and they write several feature articles about staff and students as well events at the school. Traditional student newspapers are fluff usually at best.

This young group of journalists tackle hard topics and, out of necessity, are the watchdogs of the folks that run their district, and in essence, have power over their news organization's ability to exist..

Kudos to the students and advisors as well as the district for not squelching their ability to be professional journalists. The result is this group has been gaining credibility and are being referenced by much bigger news organizations who find their work, not only credible, but exemplary.

The most recent bit of investigative reportage came after the school board passed what some consider controversial policy changes. This staff covered these changes and wrote editorials to boot challenging authority. This is the root of American democracy being played out on the front lines. The action of the school board even led to the resignation of the district's solicitor and the Panter Press was all over this story before any of the rest of us.

At the core of it all
In a letter dated January 20, attorney George Joseph of the Erie based Quinn Law Firm informed the PENNCREST School Board president Luigi DeFrancesco and Superintendent Timothy Glasspool, he and his firm will no longer be serving as the districts solicitor. 

​This letter was published and shared on social media on January 26 by school board member Jeff Brooks.

​The resignation was reported on that same day by Saegertown High School Panther Press editor Brennen McWright.

Joseph voiced concerns that his law firm could no longer adequately perform its role as the district solicitor under the current administration and board.

​"An attorney and solicitor for a school district has an obligation to represent the interests of the district zealously within the bounds of the law," George's letter stated.

​"Recent actions by the board have highlighted a fundamental disagreement by the majority of the board with the legal analysis and opinions of our office and, in our analysis, significantly compromised our ability to provide legal ongoing services to the District and the existing School Board."

Joseph then pointed out recent opinions he has presented to the board that were rejected by board members and in his understanding scoffed at by board members.

"If I conclude that the officers of the organization (the School Board) intend to act in a manner that would likely result in an injury to the organization, which I believe includes decisions which would risk embroiling the District in unnecessary litigation, I have a duty to proceed a reasonably necessary in the best interest of the organization," George's letter continued.

​In a recent board meeting, school board member David Valesky said "My conscience is clear, if we go to court on it, so be it, because at the end of the day we're standing up for what's right and we're standing up for God has said is right."

Valesky's basically saying bring on the lawsuits. George is contending that these are unnecessary and therefore he, and his law firm, are not comfortable defending them.

​George also pointed out in several instances that the board itself isn't confident in the representation he and the Quinn Law Firm provide given comments by members who disagree with his legal opinions.

The Panther Press reported that the superintendent and DeFrancesco said they will search for a new solicitor.

​These are young people standing up 
to authority and questioning their actions. This needs to be applauded because this is the very foundation of democracy and perhaps the best civics lessons being taught in school. This school district may very well be a hot mess, but it is allowing for the best of the best in the first amendment and freedom of the press.

Venango County commissioner election 2023

It is a county election year in Venango County. and the three commissioner seats are up for grabs. At least two of the current commissioners are planning to run; the third has yet to commit. A Franklin businessman has also tossed his hat in the ring and rumors about other possible candidates are flying around like swallows on a hot summer lake.

We'll leave rumors where they belong and just deal with what we know.

Commissioner Albert Abramovic, better known as Chip, posted his announcement up on social media a few weeks back. The local papers carried it and the race for Venango County Commissioner had begun.

Commissioner Sam Breene told us "I've been telling anybody who will listen that I plan to run again." He indicated that he plans to make it official soon.

Commissioner Mike Dulaney says he hasn't made up his mind yet.

Joining Abramovic on the Democratic primary ballot is Mathew Beith, who announced his candidacy earlier this week.

​The heavily Republican county traditionally has two Republican commissioners and only one Democrat. By rule, one other party candidate must be elected for the balance of power. Currently, Dulaney and Breene represent the Republican Party and Abromovic the Democrats.
​
The primary, where Republicans and Democrats get to vote for who will appear on the general election ballot on their party's behalf, is May 16.

Below is what is on the Venango County website lays out for what the duties of the commissioners are.

​The commissioners are responsible for the overall management of county operation as it relates to:
  • Authorizing resolutions and ordinances,
  • Determining the county budget,
  • Establishing policies,
  • Insurance,
  • Legal issues, and
  • Taxing contract administration.

​In addition, the following county divisions direct report to the Board of Commissioners for the provision of services:
  • Community Services,
  • County Administrator / Chief Clerk Operations,
  • County Solicitor,
  • Finance and Administration,
  • Human Resource Department, and
  • Human Services.​​

​
The Commissioners serve on the following boards directly related to county government: 
  • Elections, Retirement, and Salary Board,
  • Prison Board, and
  • Various Human Service Advisory Boards.​

The Commissioners also have a seat on or appoint people to serve on a variety of community boards of directors such as:
  • County Assessment Board,
  • County Conservation District,
  • Housing Authority,
  • The Oil Heritage Regional Park, Inc.,
  • Penn State Cooperative Extension,
  • Planning Commission,
  • Sugarcreek Station / Sugar Valley Lodge,
  • Tourist Promotion, and 
  • Venango County Industrial Development Authority.​

The Venango County Board of Commissioners is elected to serve a term of four years.

Beith announces candidacy for Venango County Commissioner

Franklin businessman and community volunteer Mathew Beith is announcing his candidacy for Venango County Commissioner in the 2023 election. Beith brings a vision for long term economic prosperity built on the pillars of housing, health care, and education.

By working closely with existing economic development organizations, companies, county human services departments, housing authorities, health care providers, and education institutions, Beith believes that Venango County residents and businesses can flourish in ever greater ways. With this effort, the county can become an attractive community for individuals and companies looking to establish new commercial enterprises in northwestern Pennsylvania.

“Education, adequate housing, and addiction and mental health services are the keys to unlocking our full potential,” said Beith. He continued, “By providing these resources to all residents of Venango County, we can ensure that they have the tools and support necessary to be successful in all phases of life.”

In conjunction with workforce development, these core services will help create more engaged and employable individuals, which is a benefit for existing local businesses, and also for companies looking to relocate or expand their footprint. This increased tax revenue can be used to invest in the continued development of County-wide infrastructure to meet 21st century challenges, such as broadband expansion and other connectivity projects.

Beith, who is a Realtor with Beith Associates, has significant experience developing relationships with existing residents and industries, while being an ambassador for individuals and businesses looking to relocate to Venango County.

Outside of his primary occupation, he serves the City of Franklin as the chair of the Housing Authority, the chair of the Historical and Architectural Review Board, and the vice chair of the Planning and Zoning Commission.

​He is also a director of the Allegheny Valley Board of Realtors, and sits on the Venango County Economic Development Authority Strategic Planning Commission, as well as participating on numerous other municipal and non-profit boards and commissions.

These appointments give Beith the expertise, insight, and relationships necessary to be an effective leader of Venango County.

“I love Venango County, and I want to see all residents achieve their dreams. Mathew Beith lives in Franklin with his wife, Mishelle, and their three children.

He graduated with honors from Franklin High School, and holds a B.A. from Middlebury College. His work experience encompasses real estate, retail finance, and farming.

Beith prides himself on community service, including emceeing many of the parades and community events in Franklin.

Abramovic announces reelection bid for Venango County Commissioner

“It has been an honor and a privilege to serve the residents of Venango County. I have worked hard to get Venango County on the map and at the forefront of conversations in the Commonwealth.” Commissioner Abramovic has been a staple in Venango County for the last 7 years. If there is an event benefiting an organization or the residents in the county, you can find him there.

He works daily to make sure 
that the needs of the County are met and will continue to do so.

During his tenure as Commissioner, Abramovic has not raised taxes for 7 years, and has worked to change the County pay schedule. He has worked tirelessly to save the County General Fund dollars by re-evaluating business practices and contracts, allowing for the County to not raise taxes and continue to have a high-quality work force.
​

During the COVID shut downs, he distributed over 2.8 million dollars to volunteer fire departments, non-profits, and local business to help them survive and continue serving our great community. Abramovic was also instrumental in the successful implementation of the largest vaccine clinic in western Pennsylvania, working closely with UPMC to bring the clinic to our region and administer over 50,000 vaccines. 

Abramovic has proven over the last 7 years that he will continue to do all he can to bring attention to the issues that are important to the residents of Venango County and has joined many organizations that can help him do just that.

Abramovic is currently serving as the 
President of the County Commissioner Association of Pennsylvania, a bipartisan organization representing all 67 Pennsylvania Counties. This is the first time a Venango County Commissioner has represented in this capacity in over 70 years. In addition, he was also recently appointed as Special Advisor to Carnegie Mellon’s Robotics Initiatives, he is Chair of the Innovation Institute for Tomorrow, an organization that has given Venango County and regional high school students opportunities in robotics and the future of the workforce, and is the former Chair of the Northwest Commission, an eight county economic development organization.

He serves in all of these capacities as well as sitting on the boards of many

regional and statewide organizations that all help to benefit Venango County and draw attention to our regional needs.

“As a full time committed commissioner I have been able to work tirelessly for the residents I was elected to serve. I truly believe in the benefits of county government and there are great things happening. I have been working hard to remove barriers and create opportunities for members of the community and local industry.
